Kuwait levies no personal income tax, so rental profit is untaxed, and there is no capital gains tax on a disposal. Both are modelled as real, researched zeroes rather than gaps in the model. That makes the tax note the least important thing on this page: the binding constraint in Kuwait is not the tax rate but whether the buyer may own the property at all, and for a non GCC foreign buyer the answer is generally no.
How rental income is taxed in Kuwait

Annual property tax while holding
There is no annual property or land tax here. What people pay instead is nothing recurring to the state. PwC and Deloitte both record no real property tax, no transfer tax and no stamp duty, so what is left is utility bills and, in a tower or compound, whatever service charge the building itself levies. Neither is a tax, and neither is priced here.
What it costs to buy
Freeholt estimates this at 0.5% of the price. That is an average rather than the published rule, which is not modelled here yet. FOREIGN FREEHOLD OWNERSHIP IS EFFECTIVELY CLOSED HERE, which is the first fact about a Kuwaiti purchase and outranks every rate below it. Non Arab expatriates cannot own Kuwaiti residential real estate or land; an Arab expatriate's narrow exception is capped at one property of up to 1,000 m², needs a permanent residence permit, verifiable local income, reciprocity with their own country and a Council of Ministers no objection certificate, and REQUIRES THE PROPERTY TO BE THEIR OWN HOME. Letting it out is expressly excluded, so the investment case is unavailable even there. GCC nationals buy on Kuwaiti citizen terms. Some secondary sources describe designated areas (Salmiya, Bneid Al Gar, Fintas, Mangaf and others) where foreigners may buy apartments; that appears to describe a different mechanism from individual freehold title and could not be reconciled against the ownership decree, so treat it as unverified rather than as an opening. Registration costs about 0.5% of the price, applied here as a flat indicative rate rather than a schedule. NO ANNUAL PROPERTY TAX IS CHARGED HERE, and behind that Kuwait levies no annual property tax at all, so there is nothing recurring to price. That absence is now recorded as a VERIFIED zero rather than a silence: PwC Worldwide Tax Summaries states in as many words that there are no property taxes in Kuwait, and no transfer or stamp taxes either, and Deloitte's Middle East chapter agrees. That is the standard the Cayman entry set, and a long way from the expat guides an earlier attempt rested on.
Can a foreign buyer purchase here?
Foreign buyers are generally BANNED from buying existing residential property here. Effectively closed to foreign freehold ownership (limited GCC national exceptions).
Where the tax actually lands
Kuwait taking nothing does not mean nobody does. An owner who is tax resident somewhere that taxes worldwide income generally pays tax on the rent and any gain from this property THERE, at that country's rates, with credit for anything paid here. That makes the owner's country of residence the thing that decides the tax bill on this property, not the country the property sits in. How borrowing works here
READ THE OWNERSHIP POSITION BEFORE THE LOAN TERMS: Kuwait is effectively closed to foreign freehold ownership, so for most readers there is no purchase here to finance. Non Arab expatriates cannot own Kuwaiti residential property or land at all; an Arab expatriate may qualify for one home under a Council of Ministers no objection certificate, but only as their own primary residence, with renting it out expressly excluded; GCC nationals buy on the same terms as Kuwaiti citizens. The 15 year term shown is the Central Bank of Kuwait's cap on housing loans to CITIZENS AND ELIGIBLE RESIDENTS. It also enforces a maximum instalment to income ratio and bans balloon repayments, and a reform extending the term to 25 to 30 years has been proposed but not enacted.

What the figures above leave out (2)
- Kuwait charges no income tax, but a Kuwaiti national still has 8% of pay deducted for the state pension run by the Public Institution for Social Security (PIFSS), plus a further 2.5% charged on a lower ceiling the source does not state, with the employer adding 11.5% and an overall monthly cap of KWD 2,750; none of that is priced, so a national's take home pay is lower than the nil bill suggests. A non GCC expatriate is outside PIFSS and receives an end of service indemnity from the employer instead, so nothing is deducted from their pay and for them the zero is complete.
